<jats:title>Abstract</jats:title> <jats:p>The use of the concept ‘governance’ is a relatively recent fashion. It attained wide currency in the past decade and largely at the expense of the concept of government. Indeed, governance is generally perceived to be an alternative to government, to control by the state. The use of the concept is almost exclusively confined to technocratic and elite discourse. It has yet to enter the popular vocabulary of politics. In this regard the various non governmental organization (NGO) communities that have taken up the concept must be regarded as alternative elites to the established ones.</jats:p>
