<jats:title>Abstract</jats:title> <jats:p>Effective hydrodynamic masses and mass moments have been calculated for the fluid inside a cylindrical tank and outside a cylindrical pier when the base of the tank or pier experiences an impulsive, horizontal translation.</jats:p> <jats:p>The impulsive velocities set up in the tank have been studied with a view to extending the analysis beyond the impulsive time interval.</jats:p> <jats:p>Application of the analysis to a specific example has been made.</jats:p>
