A dynamical model is proposed for the formation of soft X-ray emitting hot loops in solar flares. It is examined by numerical simulations how a solar model atmosphere in a magnetic loop changes its state and forms a hot loop when the flare energy is released in the form of heat liberation either at the top part or around the transition region in the loop.
