<jats:p>The nonlinear theory has been extended to spatially growing plasma oscillations in a bounded plasma, and it is shown that at large distances this leads to a stationary turbulent electrostatic spectrum. A novel feature appears in that the gradient of the longitudinal radiation pressure leads to a charge separation and consequently to a dc electrostatic field in the region in which the turbulence is growing.</jats:p>
