Description
Except for classified, or made secreted to the people, governments have to publish all information, part of which consists of grey literature. Most citizens have felt difficult to access to scholarly information, as to doctoral theses. Valuable papers made by private organizations have been utilized secretly as grey literature. Because they have published as grey literature these materials made with paper, many people could not use them effectively. But, now such documents are digitized, and published online, so lots of people can access information as equivalent to old grey literature. The author considers legally grey literature changed into digitized online within Japanese law system.
