Abstract
The purpose of this paper is to consider the change in the disabilities acts of Japan. It paid attention to barrier-free of information that was the indispensable element in the contemporary society. As for the disabilities acts of Japan, the improvement has been advanced under the Japanese Constitution. At first, it gave priority to handicapped person's welfare. However, after the normalization spreads to the international society, it aims at participation to the society and the equality. That turning point was the enactment of Basic Act on Disabilities.
