Abstract

The most important theme about collaborative planning in Japan is the capacity building of the civil society organizations (cso). Recently, community funds by local governments have been growing. But the fund has a big problem which is not working for empowerment of cso. This paper aims to clarify the new way about community fund for CSO empowerment. In conclusion, in community fund, a judging committee chosen among a variety of attributes evaluate machizukuri project by deliberative forums through whole system of a pre, middle and post judgment. For the support system of cso, the professional organization advice and advice by cooperating with the committee through the enforcement of the project, for example, how to write application, to solve some problems and to remove some obstacles.
