Abstract
The purpose of this paper is to clarify the planning history of around successive Shimane prefectural government, case study on Matsue, Shimane prefectural capital. Shimane prefectural government's office was rebuild five times in modern era. Matsue administrative district had been restructuring over and over again since Meiji era. However it was not planning, but rebuilding. Governor Tanabe carried out Matsue administrative district improvement project in 1960's. Masterworks of Modernism Architecture and garden, designed by Katashi Yasuda, Kiyonori Kikutake and Kanto Shigemori, were built around that district. The authority of city planning, architecture and landscape played an important role in the improvement project of Matsue administrative district.
