Abstract
After 24 years of operation of the Supported Accommodation Assistance Program, Australian Government has introduced a new policy direction to address homelessness. The support system for homeless people is now shifting its focus from transitional housing and related services, to early intervention and affordable housing approaches. Additionally, the homeless assistance agencies from non-governmental sector are also required to change their services. This article explores the actual conditions of homeless assistance in Australia with attention to the definition of homelessness. In conclusion, it can be said that the Australia's broad definition of homelessness has played an important role in the development of strategic policy and support system run by non-governmental organisations. A broad definition recognises unstable living issues and secures the standard of housing provided to homeless people.
