Description
The number of illegal on-street-parking cars decreases traffic capacity of streets in Central Business Districts. Therefore, TDM policies, as well as parking facilities, are necessary for making the best use of traffic capacity. The purpose of this paper is to clarify the characteristics of on-street-parking and to discuss the parking policies in C.B.D. First, a survey in Chiba C.B.D. is introduced and well examined. Second, we suggest a new method, called PLT chart, to capture a situation of on-street-parking visually. By using the method, we calculate the occupancy rate which can identify parking activities of the street. Finally, we discuss the on-street-parking management policies in Chiba C.B.D.
