Description

Established in 2014, the "urban facility location plan" was designed to promote the "compact city." Providing an alternative to conventional policies which aim at urban expansion, the compact city was specifically developed to combat the problem of declining populations. This article aims to demonstrate the necessity of the compact city by first highlighting the results of a questionnaire survey collected from a number of local governments; the second section will discuss a recent case study, which examines the relationship between the l urban facility location plan and the city's development permit regulations; the article will finally conclude by urging local governments to consider the significance and challenges of developing their own urban facility location plans.
