Abstract

The paper aims to identify the planning effect of "Streetscape Promoting District Planning" and "Inner Row House System" through a case study on the northern district of Noda, the inner city area in Kobe. This coverage ratio (from 0.6 to 0.7). We examined the feasibility of the deregulation systems and the rules of limitation on lot-line fences and railings in the District Planning. It is conclude that the District Planning with deregulation was effective on rebuilding at a lot of small housing sites, but half of the rebuildings with deregulation was found fences and railings on lot-line. It points out that it is necessary to clear the concept of setback space for the District Planning.
