Abstract

Kobe Emergency Earthquake Reconstruction Ordinance says that the city, the citizens and a project operating body are to "Cooperatively Work" in the rehabilitation of the urban area. This study shows unique example of the approach, which tried new partnership between municipality and citizen performed in Shin-Nagata Station North District. The characteristics of the approach are summarized as follows; (1) The residents, the landowners and the enterprises of the area cooperated, and "Machizukuri Organization" was established. (2) Machizukuri Organization proposed town plans, local industry reconstruction visions and a townscape rule of the area to the municipality as "Machizukuri Proposal" (3) The municipality decided the town plans based on Machizukuri Proposals, and then did the support of the community development.
