Abstract

In Japan the location optimization plansystem was established in 2014. On the plan, Japanese local government candecide the urban function attraction area that should attract urban functionsand the dwelling attraction area that should attract residents and maintainpopulation density in the future. This study develops the model that canestimate the effect of measures to attract residence based on the locationoptimization plan on the population distribution in a city. And we also developthe empirical model and conduct the empirical analysis for Toyohashi city wherethere are some natural disaster risks such as flood and Tsunami. As a result ofthe analysis it is indicated that the effect of the measures which providesubsidies to households who migrate into the dwelling attraction area is toosmall to realize the compact city, etc.
