- A Case of Niigata Station and Station Square Competition
Abstract
In designer selection of planning public facilities, most adopted methods are bids. But it is important that we take in citizen participation in designer selection to plan superior public facilities. Therefore this study clarifies an operation system, process and the realities of participation systems in Niigata Station and Station Square Competition. The conclusions are as follows. 1) East Japan railway company was a negative attitude. 2) Opportunities of participation were secured with three stages before twice suggestion and at last examination in designer selection stage by a positive work of a civic organization. 3) The citizen got satisfaction by public examination and making of a separate volume of an essential point. 4) It is necessary for enterprises to work on citizen participation positively and a concrete place of discussion with citizen and designers before the second suggestion.
