In 1910's, Osaka had become the most prosperous city, industrially and commercially on the Japanese capital system. So, Osaka city had be densely populated, because the prosperity had pull the young person out of the outskirts and rural areas. In these situation, the existence of Furo-sha and Hinminkutu had come to be regarded as social problems in the point of offense etc. by bureaucrat, social worker and architect. In this study, I structurally analyzed those historical discourses over Furo-sha and Hinminkutu category. So, I could make clear that the Furo-sha and Hinminkutu category had been represented as negativity of a labour discipline, because specialists had considered it as an obstacle to Japanese Capitalism progress in 1910's that many blue workers had not internalized a labour discipline and not fixed habitation. Especially, architects theorized a strategy of alteration to Hinminkutu.
