抄録

How Washington State accommodates the population growth projected for the next twenty years has been one of the most important and pressing issues. The Washington State Legislature in 1990 adopted the Growth Management Act in response to the gridlock traffic in this region. One of the uniqueness in 1991 is the establishment of the three Growth Management Hearings Boards. This paper examines the decisions and orders by the Central Puget Sound GMHB to find its judicial power and limitations. The GMHB has been the mediator among various interest groups such as the state, country, city and citizens.
