This paper aims at clarifying recent structural change of Tokyo Metropolitan Region by pursuit of the factors of recent obvious decrease of commuter train crowding rate, as well as revealing the fact that recent tremendous amount of office floor supply in the midtown Tokyo does not link to increase of commuter traffic load at all but simply result in enlarge floor space per worker, which means approximately reduction by half of traffic generation unit. The author also indicates that regional allocation of workers sifted from central Tokyo to around 30km away suburbs, which is a factor of commuter rush relaxation, but remarkable increase of carrying capacity of railroads contributes more.
