Abstract

Land banks are a unique public-mission entity that tackles issues of foreclosure as well as abandoned and vacant properties in depopulating cities. The Genesee County Land Bank Authority (GCLBA), established in 2002 in Flint, Michigan, has pioneered new methods of land banking and is regarded as a national land bank model. GCLBA features various programs from demolition to rehabilitation, from selling acquired properties to renting them out, and from vacant lot management to regenerating downtown historical landmarks. This paper analyzed GCLBA's strategic diversification of its businesses and funding, application of property-bundling at county foreclosure sales, efforts to stabilize local communities through land bank property sales and renting, and partnerships with community groups to manage vacant lots.
