The 'landscape district' system of Kyoto city has been a pioneer in the conservation of historic landscapes. The purpose of this paper is to clarify the role of 'landscape districts' in the conservation of historic Kyoto. Analysis of the designation process, extensions made to the districts, and characteristics in the evolution of their designation and use has led to two main conclusions. Firstly, the consensus which motivated citizens from the very beginning made it possible for Kyoto to designate extensive 'landscape districts'. Secondly, the 'landscape district' system in Kyoto has had a development of its own with various improvements made in the course of its evolution.
