Abstract

This paper noticed the policy diffusion about the “Community Bus” among local governments, then extracted the factor which brought the diffusion and the variety arose due to the diffusion by the case studies about introducing process of “Community Bus”. And two points of the following became clear as that result. (1) Two factors exist in the start of the diffusion about the “Community Bus” when the problem of the traffic inconvenience area had become clear and when a request from the citizens got strong by the introduction of the neighbor local governments. (2) From the diffusion in late 90's, the local governments made efforts gave variety of service form with the deregulation by the Law of Transportation, and can grasp the possibility of the local government in the Japanese city traffic policy is extended consequently.
