Abstract

Community Zone project is the ideal enterprise which conquered the problem of the conventional area traffic plan. The purpose of this paper is to understand the contents of the Community Zone project in Japan and to consider the background and the cause of the difference between the plan and the implementation in the project in relation to citizens'opinions. In conclusion,some measures and policies cannot be easily incorporated in the project because of the citizens' objections. In order to incorporate these, 1) the administration must perform the publicity work to the residents in the initial stage of the planning 2) there should be a opportunity for the residents to exchange their opinions.
