Abstract
The private agreement cannot affect non-participants to concluding the limitation of the private agreement so that the private agreement is a contract among individuals. However the environment in local area is lead to be worsen if limitation affects non-participants. Elinor Ostrom theoretically illustrated that limitation of the private agreements properly affects non-participants in spite of the private agreement, and proved that monitoring and sanctioning to action of non-cooperating can be successful if social systems to be down the cost are created. This is called the theory of self- organized collective choice. In this study, we attempt to apply the theory of self- organized collective choice to the community charter. That is to say, we theoretically clear the propriety of the community charter by the theory of self- organized collective choice, and then we prove efficiency of limitation by the community charter.
