In order to clarify appropriate conservation systems for urban/suburban forests in Kasumigaura Basin, Ibaraki Prefecture, the following are investigated; 1. a review of studies concerning current urban/suburban researches, 2. a review of studies concerning forest conservation in Kasumigaura Basin, and 3. an investigation of national/prefectural/municipal legislation relating to forest conservation in Kasumigaura Basin. As a result, it was shown that Kasumigaura Basin has the highest rate of deforestation in the Tokyo metropolitan area since the 1980's. Also, forests in Kasumigaura Basin were conserved according to 8 principal national laws, 5 prefectural regulations, and 64 municipal regulations. 17.4% of the forests in Kasumigaura Basin were conserved by national laws. Further, prefectural/municipal regulations were classified into two types, established to restrict developments in forested area, and others established to reserve wild or recreational forests.
