Abstract

As one means for tackling the problem of global warming, we must make our lifestyles more en-vironmentally friendly; that is, create more‘eco-oriented lifestyles.’Reducing the use of plastic bags is one way to take a significant step toward mitigating the effects of global warming.
At the G8 Environment Ministers Meeting held in Kobe in May, an Action Plan was agreed upon regarding efforts to further reduce the use of disposable plastic bag on a global scale. Public awareness on this topic has increased both domestically and internationally. Before the announcement of this decision, Toyama Prefecture had already initiated a campaign on April 1, 2008, to stop providing free plastic bags at supermarkets and laundry facilities throughout the prefecture. This is an example of the very first experiment conducted by a municipality in Japan to address this issue. As a result, the proportion of shoppers who brought their own shopping bags rose to 93% in the month of April alone. This positive response indicates a deep understanding of the problem, and shows that citizens are willing to support efforts to implement change.
In order to turn bringing a shopping bag into a daily habit in the lives of its citizens, rather than it being just a temporal fad, Toyama Prefecture has developed the Act to Abolish Disposable Plastic Bags, in cooperation with the Council to Promote Reduction of Plastic Bags.
