抄録

In order to conduct proper treatment of asbestos-containing waste materials, the Ministry of the Environment (MOE) has characterized flying asbestos as specially controlled industrial wastes, and has implemented regulations for the prevention of asbestos dispersion. Furthermore, since it is expected that non-scattering type asbestos-containing wastes will be found in large quantities from the dismantling of buildings or crushing of wastes, MOE intends to establish routes for the detoxification of asbestos. These routes would use other methods such as melting, in addition to landfill after treating the waste to prevent dispersion, as a means for promoting quick, safe treatments for dealing with asbestos. In particular, MOE has set up the Minister's Certification System, which individually judges detoxification treatment methods for asbestos according to the 2006 Revision of Waste Management and Public Cleansing Law (hereafter referred to as “the Law”), This revision came about in response to verification tests confirming that asbestos can be detoxified at temperatures below 1, 500°C under certain conditions of melting. In addition, MOE has promulgated amendments to the orders and regulations of the Law.
