Safety management in waste treatment facilities has been changing dramatically due to difficulties in inherent operation know-how, retirement of experienced workers, and the need to comply with international standards of safety management.<BR>In the operation of waste treatment facilities, work and operation with tangible and/or potential risks are included, and as a result the frequency of industrial accidents at waste treatment facilities is several times higher than the average in other industries. Moreover, recent implementation of these new technologies for waste treatment processes tends to impose even higher risks.<BR>In order to reduce or minimize such risks, Risk Assessment provides an effective countermeasure. It is now necessary to introduce risk assessment at each phase of a waste treatment facility in order to meet the requirements of recent changes in laws and guidelines. Areas where risk assessment will be integrated include planning, construction, operation, and demolition. Practical application of this program, however, has only just begun and there are just a handful of known cases.<BR>This article describes the principles and procedure of risk assessment, and goes on to discuss the practical operation and notable points in application at waste treatment facilities. Actual examples are shown.
