Abstract

In the year, 2005, the rate of recycling for construction sludge was found to be at an all time low level of 75%. It was also observed that the amount of construction sludge being finally disposed of accounts for approximately 30% of total construction wastes. In light of these findings, the promotion of recycling and proper disposal of construction sludge has become an important issue for the development of a sound material-cycle society.<BR>In June, 2006, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) finally determined the Guidelines for the Recycling of Construction Sludge, which are aimed at boosting recycling and promoting the proper disposal of construction sludge. MLIT also introduced its Construction Recycling Plan 2008 in April, 2008. This is a compilation of basic ideas, targets, and measures for greater recycling of construction by-products in the future, including construction sludge.<BR>The focus of this paper is on construction sludge. It discusses the government outlines: Guidelines for the Recycling of Construction Sludge and Construction Recycling Plan 2008. The paper looks at the current situation of sludge recycling, while also introducing the various issues relating to recycling the by-products that come out of the construction industry.
