Description

In light of the Trinity Reforms (a three-fold reform package that deals with the distribution of funds and powers from the national to the local government), the Japanese government decided to abolish special grants for the construction of waste treatment facilities in FY 2005. A new, more flexible grant system, which is intended to promote the formation of a recycling-oriented society, has been implemented in its wake. Since this new grant system aims to deliver funds for construction of recycling facilities throughout a wider area, the previous municipal solid waste management system that applied to individual local governments will need to quickly be reformed. The author discusses the political and economical background of the Trinity Reforms and suggests a new municipal solid waste management system that may be possible to implement in the near future.
