Many international regimes for marine living resource management have been established so far (e.g. UNCLOS, UN Fish Stocks Agreement, and regional fisheries management regimes). Among overlapping regimes in terms of issue area, regime-induced measures implemented in one regime would have synergistic or detrimental effect on the effectiveness of the other regimes. To ensure effective policy implementation, it is needed to analyze such policy-Interlinkage and take measures for strengthening synergy as well as for mitigating adverse effects among different regimes. This article is a case study on international whaling regulations to identify and analyze policy-Interlinkage. While the International Whaling Commission has been attracting everyone's attention, it is the policy-interlinkage perspective among overlapping whale-related regimes that is necessary to derive a more holistic account of the whaling regime and to provide policy-relevant analysis to guide Japanese whaling diplomacy in the near future.
