 In recent years, uncertainty of scale and frequency on flood disasters are widely recognized and various countermeasures are required to reduce risk in the flood-prone regions. These countermeasures include not only the conventional approach (i.e upgrade of infrastructure designs) by the governmental organizations, but also the other approaches by the cooperation among related stakeholders such as water-users and citizens in the river basins. Regarding with a multi-propose dam, several attempts are being investigated on, such as discharges of water ahead from the heavy rain or exchange of water volumes between water utilization and flood protect services.<BR> However, these countermeasures possibly reduce the profits from water uses due to concentration on reservoir capacity and loss of flexibility of reservoir operation. Therefore, to implement such a countermeasure, the scheme of cooperation between flood control agency and water users should be designed appropriately. In this study, model analysis is conducted for designing a rule for utilization of existing reservoirs for flood control. Dynamic Programming is applied to propose the methodology for evaluating values of options for flood control. Cost allocation rule using cooperative game theory is also presented.
