This study examined the relationships between the change in flooding patterns and floodcontrol measures which were carried out between 1974 and 2003 in the Kanda and the Shakujii river basins in Tokyo. The measures analyzed include the development of sewer systems, the river improvement works, and the construction of underground floodway and reservoirs. Number and size of flooded areas had decreased on the present channel's lowlands in the both river basins because flood-control measures were carried out mainly on the present channel's lowland. Flooding continued to occur in the areas along culvert rivers and on uplands, where the measures started more slowly. The difference in the timing of the flood decrease on the present channel's lowlands was explained by different development of flood control ; earlier urbanized Kanda basin had little space for conducting the measures. The river re-improvement in an tributary of the Kanda River caused unexpected flooding in the lower reach.
