The Republic of Serbia (hereafter, Serbia) is a country rich in metal and mineral resources. During the Socialist Federal Republic of Yugoslavia era, Serbia was a metal supply station as well as a major European producer of base metals such as copper, zinc, and lead. However, mining production decreased dramatically due to conflicts and economic sanctions, and competitiveness has decreased during the transition from a socialist economy to a market economy. However, because mining is an effective way to acquisition of foreign currency and job development, the reformation and development of the mining industry will make it a significant player in the economic development of Serbia. Therefore, a mining industry policy is needed for to attract investment from both foreign and domestic sources.
One of most important approaches for attracting mining investment is to provide appropriate information to potential investors. This includes a wide range of related information, such as information on mineral resources, mining activities, geology, mineral occurrences and mining licensed areas; fundamental infrastructure for mining development such as road and train networks, power lines, and water reserves; geographical background, and so on. Therefore, the government must effectively manage information in order to provide the right kinds of information to potential mine developers and investors.
Through “The Study on a Master Plan for Promotion of the Mining Industry in the Republic of Serbia” financed by JICA (2007-2008), the mining web site of the Ministry of Energy and Mining of Serbia has been dramatically improved and expanded, and the lay-out of the site has been revamped to provide a much higher level of information for web-clients. In addition, a site of web-based geographic information system (hereafter, web-GIS) was created for disclosing spatial information, compiling the existing GIS datasets belonging to the MEM and digitizing geological and environmental reserve area maps, and storing them in the mineral resource database created by the Bureau de Recherches Gélogiques et Miniérs (BRGM). The web-GIS consists of a quick GIS viewer for scanning GIS data and satellite imagery and a full version of web-GIS that can search for spatial information and has measuring functions. Providing and updating pertinent information on a continuing basis should help to attract future investment in the Serbian mining sector.
