Abstract

Currently, many and many local municipalities in Japan are planning the merger with other municipalities. On April 1, 2003, 11 new local municipalities were born as the result of the merger. These include new Shizuoka City, former Shizuoka and Shimizu cities, and this new city is the main object of this article's discussion. Current municipal mergers change municipal administration systems and services, and this will cause the change of documents management system in new local municipalities. This article discusses the problems and possible solutions concerning documents management, mainly in new Shizuoka City. First, it analyses current issues of municipal mergers in Japan, comparing the merger of bank industries. Then, it discusses the issues of documents management in local municipalities, mainly in the cities of Shizuoka and Saitama (another new city established as the result of municipal merger). Finally, it suggests possible solution concerning documents management in new Shizuoka City.
