Current situation and problems of document management as system in Public School in Japan

Abstract

The information disclosure problem at schools in Japan, gathering attention in the 1990s showed progress to some extent and the overall lot of local autonomous bodies decided disclosure of a cumulative guidance record. However, the issue concerning setting the practical document management for information disclosure, especially embodying document management rules is a future task. The difference in document management rule among government ministries and agencies is decreased to some degree and the situation is moving on to uniformity since 'Guideline concerning the management strategy of an administrative document" was introduced. On the other hand, document management at the local autonomous bodies varies and document management rules are not unified. Difference in rules for schools is most complex because the schools are put under the board of education. Therefore, this paper analyzes the current situation focusing on the Tokyo special wards by comparing content of the document management rule. As a result, the following problems were clarified, a kind of regulation's form, an appointment and dismissal of the document handling chief, the document preservation period, content of the document classification table. The problem to be solved for the proper, document management rule will be pointed out based on the current situation.
