Abstract

The installation of Archives has been related to archives preservation campaign and the historiography archives of local municipalities business, and has been advanced around the archives material preservation. Therefore the character of Archives has tendency that a cultural side has been emphasized. However, with the transformation of the society in recent years, the role of Archives has changed and an administrative side has come to appear in the purpose of Archives. Though it is such tendency, the authority and position of the organization of Archives are weak, and its business base is poor. It is necessary to work considering treating the same information resource both in local government and Archive, so that Archives that treat non-current records can play administrative roles. Archives' steadily accumulating the administrative information and permanently offering them will promote administrative of resident participation, and Archives are expected autonomy to manage it more democratic.
