In U.S. and Canada, National Archives operates and maintains the facility called "records center" which accepts "semi-active documents" of all governmental agencies and keeps them temporarily. Recently, also in Japan, the momentum that records center (intermediate storeroom system) should be implemented is uprising. It is highly possible that functions and roles of records center would be necessary not only for central government, but also for local government and private companies. And so, here in this article, functions and roles of records center are examined from the view point that private companies provide the services, based on the result of on-sight research (as progressive case study) of Kanagawa Prefectural Archives in Japan and two records centers in U.S.
