Abstract
<p>This paper analyzes the trends of municipal initiatives on child-rearing support and early childhood care and education that have been implemented after the introduction of the Comprehensive Support System for Children and Child-rearing, and examines the significance and challenges of such initiatives. </p><p>The first part outlines the objectives of the Comprehensive Support System for Children and Child-rearing, and indicates that the system's requirement for municipalities to make effort to establish a local Childcare and Child-rearing Conference provides them with an opportunity to develop their original plans for child-rearing support projects. It explained a notable tendency found in a survey on municipal initiatives that such local conferences tended to encourage civic participation in planning, for example by creating a conference atmosphere that facilitates members including people rearing children to express their opinions or establishing expert committees or working groups in the conference. </p><p>The second part features the following case examples of progressive municipalities: initiatives of Sumida City in Tokyo to build consensus through discussions among conference members and to improve the quality of childcare services through cooperation among kindergartens and childcare centers; initiatives of Setagaya City in Tokyo to hold a Childcare and Child-rearing Conference in which residents play a proactive role and to develop childcare guidelines; initiatives of Wako City in Saitama to implement neuvola for providing continuous child-rearing support starting from pregnancy or childbirth; and initiatives of Yokohama City in Kanagawa to carry out a project for supporting users of childcare support services, to promote cooperation among kindergartens, childcare centers, and elementary schools, and to improve the quality of childcare services. </p><p>The third part studies the following three aspects as key points for future municipal initiatives on the basis of the initiatives of progressive municipalities mentioned in the second part: (i) development of municipal capabilities through civic participation in planning; (ii) development of a framework for providing comprehensive support continuously from before to after childbirth; and (iii) development of a framework for improving the quality of early childhood care and education.</p>
