Abstract

Objective: This article described the global trend and current situation in Japan regarding the transition of Workplace Health Promotion (WHP) and its outcomes. From the perspectives of health and productivity as well as health literacy, future outlooks were also described.

Contents: The International Commission on Occupational Health (ICOH) and WHO's Healthy Workplace Framework and Model have demanded the integration of safety and health as well as health promotion for ensuring workers' health. Since then, WHP has gained attention at a global level, including in Japan. The International Union for Health Promotion and Education (IUHPE), for example, included 58 reports about WHP in its publication. The intervention effects were reported in areas such as smoking cessation, high-blood pressure, fitness/exercise and body weight control. Although evidence of WHP is still lacking in Japan, several WHP-related policies have been implemented: the Health Promotion Act (2003), the Act on Assurance of Medical Care for Elderly People (2008), the Health and Productivity Company (2014) and the Stress Check Program (2015). Moreover, in corporations working on health and productivity, preferable practices have been expanding. Through the collective participation of managers and employees, health has been promoted within corporate culture. This leads to improving health-related indexes and enhancing health literacy.

Conclusion: The goals of WHP are not only to rationalize healthcare costs and prevent diseases, but also to enhance health literacy of employees and organizations. A new labor and health system is required, while considering the productivity of corporations in present-day Japan.
