Description
In an effort to investigate the roots or origin of one of the guiding principles in TQM, the Japanese concept "Juten Shikou (priority focused)", literatures are reviewed. Findings are it has roots in the Pareto principle of "vital few and trivial many", the term became one of the guiding principles of TQM rather recently, and both Chinese characters that means "priority focused" or "priority oriented" are used. Needs are clarified to unify the terms, and to apply the recent phrase of "vital few and useful many", instead of original "vital few and trivial many".
