To realize the optimal video quality in a restricted transmission bandwidth, the authors have proposed a video coding technique based on MOS, in which the estimated MOS of the target video is maximized by controlling the number of frames per second and the average number of bits per frame within a constant bit rate. An application of the technique under a constant bit rate, however, results in fluctuations of video quality over scenes. This paper thus tries to improve lower-quality parts in a target video to stabilize the overall video quality by introducing a frame prescanning and buffering. A subjective quality assessment test has confirmed that the proposed technique actually improves the video quality.
