Abstract

This paper examines the conceptions of the library-resident relationship in public library management from the viewpoint of co-production in public administration. In the first section the paper explains that the shift from conventional "participation" to "co-production" has been noted in recent studies of the administration-resident relationship. The next section analyzes the conceptions of the library-resident relationship by public libraries through the text of "The Mission and Objectives of Public Library: the Commentary Notes, Revised Edition [sic]. In the analysis, library-side patterns of thinking about residents were classified into nine categories, and it was found that the concepts of "co-production" and "participation" were only evident in three of the nine categories. This result indicates that there is a disconnect between public library management and public administration, especially where the administration-resident relationship is concerned. However, the necessity to reconsider the current situation in light of co-production has been pointed out in discussions on the library-resident relationship after "The Mission and Objectives". In conclusion, the author considers the future possibilities of co-production in the library-resident relationship.
