The authors have carried out simultaneous measurements of the vertical E-field (electric field) at six points around Shirakawa area to investigate the possibility of the enhanced location accuracy. The accuracy of the lightning striking points estimated by the TOA (time-of-arrival) technique is evidenced by comparison with the actual location and is estimated less than 209m. The parameters on the front of the E-field waveforms are influenced by the attenuation of the high frequency components associated with the propagation of the wave over finitely conducting ground (so-called the propagation effect) and the average ground conductivity at the area is estimated 5-20mS/m. In general, the location of the lightning striking points estimated by the TOA is little influenced by the propagation effect when the propagation distance is shorter than 30km.
