<p>Complex permittivity of hydrated soil included in lands was measured by setting the water volume content to be from 2.5% to 15% for landslides prognostication at frequency bands from low frequency (LF) to medium frequency (MF). The main emphasis is placed on a simple test equipment, which consists of top and bottom electrodes in a plastic cylinder for filling some solutions. From the results, it was obvious that the loss tangent was larger than those of the soil and water themselves due to the ionization. In addition, the complex permittivities of live and dead leaves, woods, and stones existing in the lands were also measured by using the test equipment to estimate the effective permittivity of the forest. The evaluation of the complex permittivities was successfully performed.</p>
