Abstract
In order to help municipal governments which are going to establish their own ordinance on local government, we closely examined the roles of and interactions among stakeholder groups in the legislative process of municipal ordinance using Sasayama Basic Ordinance for Local Government. Various stakeholders such as residents, experts, government officials and city councilors were involved in the legislative process in Sasayama. Our study clarified how authorization procedure inside the government including public participation proceeded and pointed out the importance of the roles played by the secretariat as intermediaries between different organizations involved in the processes.
