Abstract

<p>This paper reports on major issues in the discussion in the National Diet concerning Teaching Japanese as a Foreign Language, as well as major actors who participated in these discussions between 1947 and 2010. The broad overview is given by quantitative analysis.</p><p>More than half of the major actors were high-ranking officials in the Ministry of Education, Science and Culture/Ministry of Education, Culture, Sports, Science and Technology (Monbu shō/Monbu Kagaku Shō). Although the frequency of meetings mentioning Teaching Japanese as a Foreign Language would rise and fall periodically, there were certain common terms used during the whole time. On the other hand, certain other terms characterized each period.</p><p>A network diagram of characteristic terms also is shown in this report for 1965, 1970, 1977, 1985, 1988, 2000, 2002 and 2008, in which the frequency of meetings mentioning Teaching Japanese as a Foreign Language rose considerably.</p>
