Description
This paper shows a process of establishing holistic disaster counter measures to seismic risk through workshops. As a case study site, Marikina city, Philippines has been selected in order to implement the disaster planning process. We planned 5 workshops with Marikina city staffs for disaster mitigation and preparedness plan by themselves. Damage risk assessment was carried out for these facilities that were selected after "Problem Identification Workshop". GESI methodology was applied to assess damage state of each structure and the result about damage risk assessment was made public to stakeholders. As important assets by city staffs goals and objectives to reduce earthquake disaster losses were discussed in "Risk Assessment and Goal Setting Workshop".
