It is clear that the flood-control dams have the effects of flood-control. However, it is difficult for all general public to understand exactly the flood-control effects by dams. On the contrary, after flood disaster, the fact is that general public actualize the impression that dams are wrongdoer, or the impression that dams have no effect on flood protection. In this paper, we verify a policy to correct the discordance between the inhabitants'subjective impressions on the flood-control effects by dams and the objective effects of flood-control by dams.
