This study has addressed the current tendency towards the export of WEEE (Waste of Electrical and Electronic Equipment) and its relationship with domestic regulations. Our conclusions are: 1) In Korea, even after the implementation of free collection based on the EPR principle, due to exporters of secondary goods, a considerable amount of WEEE (75-90% of total collection by producers) is exported to developing countries, mainly because WEEE is traded as valuable goods in the context of WEEE recycling in Korea; 2) In particular, we found that the export of secondary TVs and CRT monitors is preferentially affected by their own foreign demand and domestic supply situations rather than a free collection of the mandatory producer recycling system; 3) Domestic regulations have substantially promoted exports in the case of secondary CRT monitors. The disposal costs provided by producers to established recyclers in effect function as subsidies for the export of secondary CRTs.
