A Game Theoretic Analysis of Open-List and Closed-List Proportional Representation

The nineteenth election of Upper House members, held in July 2001, was the first election for Japan under open-list proportional representation (PR), which replaced closed-list PR. This paper conducts a game theoretic analysis to examine which of these two types of PR better reflects public opinion. Our spatial model of strategic voting shows that the set of candidates which implements the center of the policy space is always elected under open-list PR although not necessarily under closed-list PR. In this sense, open-list PR reflects public opinion better than closed-list PR.
